Stocks rose during the holiday-shortened week. In the U.S., market-related news was light and very little economic data was released. Europe was a different story, however. The European Central Bank planned a $50 billion asset purchase program. This is similar to quantitative easing (QE) in the U.S.

The S and C Funds were the top TSP performers, gaining 1.64% and 1.62%, respectively. The I Fund advanced by 1.09%, while the F Fund had a 0.16% gain.
